Ivan Martinez

Ivan Martinez is a visionary community leader dedicated to equity, authenticity, and collaborative action. As Executive Director of the Pal Center, he has transformed it into a regional hub for holistic youth and family support, benefiting over 500 families annually. His strategic focus on sustainable impact has led to critical funding and development initiatives that uplift the North Fair Oaks and Redwood City communities. Ivan's efforts reflect his commitment to creating a healthier, more inclusive future for all residents of the Sequoia Healthcare District.

William L. Fong

William Fong is deeply committed to improving healthcare quality, access, affordability, and patient satisfaction. As the current Vice President for the Sequoia Healthcare District Board of Directors, he has represented Zone A since 2022, dedicating himself to responsible stewardship and fiscal oversight. Before this role, William retired from a distinguished career in hospital pharmacy, serving as both a clinical pharmacist and a hospital pharmacy director, and also worked in private practice as an attorney. He holds degrees from UC Berkeley (BA, Biochemistry), UCSF School of Pharmacy (PharmD), and Golden Gate University School of Law (JD), and actively participates in community service through organizations like the Redwood City Together Leadership Council and the Sequoia Healthcare District Finance Committee.

Cama Lock

Cama Lock is a certified Physician Associate (MHS, PA-C) with over 25 years of experience in emergency medicine in the Bay Area. She focuses on supporting provider teams, optimizing clinical performance, and fostering collaboration to improve patient care. She feels honored to serve on the Sequoia Healthcare District Board and contribute to the health and well-being of our community.

Rosanne Foust
Director | Term Expires: 2026 | Email: rfoust@seqhd.org

Rosanne Foust leads the San Mateo County Economic Development Association (SAMCEDA), where she fosters a strong and inclusive regional economy through cross-sector collaboration. Under her leadership, SAMCEDA has become a respected organization with diverse members, including Fortune 500 companies and nonprofits. During the COVID-19 pandemic, Rosanne facilitated over $20 million in relief to more than 1,500 small businesses. Her efforts have earned her recognition, including induction into the San Mateo County Women's Hall of Fame.

Pamela Kurtzman

Pamela joined Sequoia Healthcare District (SHD) in 2006 to launch the HeartSafe Program and was appointed Director of Healthy Youth Initiatives in 2010. In 2014, she became Director of Grants and Programs before becoming CEO in January, 2018. As CEO, she leads District efforts to foster health equity– defined as “not simply the absence of disease, but rather the overall quality of life” for all District residents.

Stuart Mar
Chief Financial Officer (CFO) | Email: smar@seqhd.org

Stuart joined Sequoia Healthcare District in May 2025, bringing over 20 years of leadership experience in both publicly traded technology companies and high-growth start-ups. As Chief Financial Officer, he guides the Board and CEO on financial strategy and oversees financial planning, management, and compliance to ensure the District’s fiscal health and transparency.

Jenny Bratton

Jenny joined Sequoia Healthcare District in July 2017 to provide overall support for HSI work and grants programs. Prior to joining SHD, she spent 15 years working in public education, which included counseling at Ravenswood School District and teaching at the Sequoia Union High School District. She currently overseas the Caring Community, AIC, and Collaborative grants portfolio that total approximately $10 million dollars.

Heidi Stamper

Heidi first joined Sequoia Healthcare District as a member of the Living Healthy team in 2014. Prior to joining SHD, she worked as a grant writer, software release coordinator, technical writer, event coordinator, convention organizer, and bookkeeper. In August 2017, she took on the role of office manager, bookkeeper, and clerk of the Board.

Luz Garcia
